Approval of the "Crisis communication plan 2011 - 2013."

"Crisis Communication Action Plan 2011 to 2013" was approved by Cabinet of Ministers Tuesday, April 5.
The plan is designed to provide a planned, coherent and coordinated communications in crisis and to facilitate competence of the officials involved in communication as well as to raise awareness and educate population for actions in the event of a crisis.

The plan provides implementation of measures in several directions.


The first direction is development of a planned, integrated and coordinated public administration procedures for circulation of information in crises situations. A crisis communications expert group will be established within the Crisis Management Council, methodological recommendations "Communication in crisis" for government communications professionals and other officials involved in crisis communications, procedures for handling information in crisis situations, as well as a set of rights and obligations of communications officers in crisis situations will be developed.

The second direction of action provides educational activities for population on the actions and operational public information in case of crisis situation.

112 sites as a central electronic source of information on various types of crisis situations for population and tourists are planned to set up and guidelines for crisis communication in social media will be developed. Additionally 112 accounts on social sites will be created and recommendations for local government how to supplement official information on civil protection plans, on recommended actions in case of crises and how to organize thematic information campaigns for actions in various crisis situations will be developed.

The third direction of action is to update and supplement training programs in secondary and vocational education institutions and to increase the crisis communication knowledge for the state and local officials responsible for crises communication as well. Within this direction revision and updating content of the methodical recommendations "Security" for primary school is planned. Additionally public relations specialist, department manager and public relations manager profession standards will be supplemented with the demand to know and carry out measures of crisis communications as well as to ensure state and local government officials and employee training.

Within the crisis communication plan concept crisis is understood as to unforeseeable or unpredictable situations development after disturbance of steady state of natural, technical, technological, economic, social and community system framework, threatening the life, health or property, environment, public order, internal or external security of state and standard powers and available funds are insufficient for solving and  managing these problems.

The Ministry of Interior has established as a coordinating body for the executing the plan.
